Performance-Based Contract Engineering

Government agencies are required to use Performance-Based Service Contracting for most contracts.  They must specify the performance requirements or require prospective contractors to propose performance requirements.  In addition, a “quality assurance” methodology is required and the terms of Service Level Agreements (SLAs), which include incentives or penalties, must be negotiated.  Agency program and contracting personnel may lack the experience, knowledge, and skill to formulate SLAs, quality assurance methods, and incentives and penalties that protect the Government.  Contractors may also lack the experience, knowledge, and skill to design solutions that are “right sized”, that is, powerful enough to satisfy SLAs but not overly designed and therefore overly costly.

  • VDTG engineers provide the strong engineering discipline needed to provide Performance Based Service Contracts support.

  • VDTG engineers are experts at developing performance metrics and performance standards both of which are essential ingredients for effective contracts.

  • VDTG Performance Engineers help program managers and contracting officers ensure required performance levels are met:

    • Bringing key performance areas into focus,

    • Specifying meaningful and measurable service level agreements,

    • Measuring performance, and

    • Evaluating reported performance with respect to required outcomes.
